2013 MLB BALK RULE

 Rule 8.05

          If there is a runner, or runners, it is a balk when–

*         *         *

(b)      The pitcher, while touching his plate, feints a throw to first or third base and fails to complete the throw;

 (c)     The pitcher, while touching his plate, fails to step directly toward a base before throwing to that base;

            Rule 8.05(c) Comment:  Requires the pitcher, while touching his plate, to step directly toward a base before throwing to that base.  If a pitcher turns or spins off of his free foot without actually stepping or if he turns his body and throws before stepping, it is a balk.

            A pitcher is to step directly toward a base before throwing to that base, and is required to throw (except to second base) because he steps.  It is a balk if, with runners on first and third, the pitcher steps toward third and does not throw, merely to bluff the runner back to third; then seeing the runner on first start for second, turn and step toward and throw to first base.  It is legal for a pitcher to feint a throw to second base. 

 

ENTRY FEE PAYMENT POLICY

ALL tournament entry fees are required to be pre-paid UNLESS arrangements are made with an individual tournament director. If you are NOT PAID, you will not be included in the brackets.

DOUBLE BOOKING

ANY TEAMS THAT DOUBLE BOOKS WILL BE RESPONSIBLE FOR BOTH ENTRY FEES AND WILL NOT BE ALLOWED TO PLAY UNTIL THEY ARE PAID. YOU MUST EMAIL THE DIRECTOR AND REMOVE YOUR TEAM BEOFRE ENTERING ANOTHER. YOU WILL BE CONSIDERED DOUBLE BOOKED IF YOU ARE IN MORE THEN ONE EVENT PRIOR TO 11:59 PM ON THE MONDAY BEFORE THE EVENT

REFUND POLICY

If you have paid your tournament entry fee and the tournament is canceled due to weather or lack of teams, you will receive a FULL refund.

If you pull out of the tournament on the day of the event or are a "no show" you will receive NO refund and your games will be listed as a FORFEIT. Also if you are not paid, you will not be allowed to play in another tournament until the FULL entry fee is paid.

RAIN OUT REFUND POLICY

If a TEAM has played:

NO games - FULL REFUND

ONE game - HALF REFUND

TWO games or more - NO REFUND

It is the team Managers responsibility to contact the tournament director for rain out information. Information should be posted on the city's website, or a message on a answering machine. The tournament director cannot be expected to contact each team if a tournament is rain out.

Incase of rain the tournament director with the assistance of the state director has the right to modify or amend the tournament in order to finish the event and award points.

FORFEITS

The score for ages 12 and below will be 6 -0 The score for ages 13 and above will be 7-0 Any intentional forfeits the team will be placed last and not allowed to move to bracket play.

SPORTSMANSHIP

GOOD sportsmanship is expected by players, coaches and fans at all times. The umpire will handle any disputed calls on the field immediately and finally. Razzing, heckling, chanting, or making rude remarks towards opponents is strictly prohibited. This type of conduct will be handled by a tournament official quickly and with no exceptions. Arkansas USSSA Sports will hold to a ZERO tolerance policy. Unruly coaches, fans or players will be removed from the park for theduration of the game in which their conduct was inappropriate.

ANY COACH OR FAN THAT IS CONSISTETLY EJECTED FROM THE GAME CAN BE SUSPENED UP TO 1 FULL SEASON

SCORE BOOK / SCORE BOARD

The home team is responsible for the score book, The Visitors team will be responsible for the scoreboard. COACHES are responsible for checking the score at the end of each inning.

 Championship games can either be played out to the complete number of innings allowed in their age group or have time a limit of:  8U and below of 1 hour and 30 min or 9U to 15U 2 hours

RAIN SHORTENED GAMES

If the pool games are not all able to be completed the 1st pool game a team played shall be used to determine seeding in the brackets. If a complete round of the brackets are not completed pools seeding will be used to determine place of finish.

BRACKET GAMES

Bracket games will be played out until there is a winner. The international rule will be used if the game time is up and there is a tie, International rule will be used each inning after game time until a winner is declared.  *international rule the last out made from the previous inning is placed on 2nd with no outs and then the game is played as usual this is for both vistiors and home teams

 

GAME BALLS

Each team must provide two new or good condition baseballs per game. USSSA stamped balls are preferred. All baseballs must be USSSA approved

 

AWARDS

Awards will vary depending on the tournament format. However, individual awards will be given to the top two finishing teams in each division.

CLASSIFICATIONS

Any team can be re-classified at anytime during the season.

No team can add a player of a higher classification from a frozen roster in the same age group. If a higher classed player is added the team will be moved to that players classification. (Example a 12AAA frozen player can not be added to a 12AA roster). The top 2 teams in the State Championship and the top 4 in a World Series will be moved to a higher class for the following season. (For a Global World Series this applies for the top flight only)

STATE CHAMPIONSHIPS

All teams must play in the same class in which they are playing in the World Series. No team can play up in age in a lower class. (Example- an 11 Major can not play 12 AA or 12 AAA). A team can play up in class in the same age but can be re-classed depending on their finish.

The Arkansas State Director reserve's the right to alter, change, or abbreviate the tournament format, when necessary, in order to complete the tournament or correct errors.

TOBACCO

Use of any tobacco product is prohibited in the park, on all fields and in the dugouts. Smoking is allowed outside the fenced in area, IN THE PARKING LOT, AWAY from the dugouts and bleachers.

FINAL NOTE

Our city has been very generous in allowing us to host these tournaments here. We thank them for the opportunity to use these facilities. Please urge your players and parents to pick up their trash and leave the dugouts, fields and facilities as you found them. We believe that the respect of a ballpark and ball fields, is something that coaches and parents by example, can teach young players along with learning to play the game that we all love.
